Data snapshots

Each snapshot is the downloads as they stood on the date it was taken, kept unchanged.

A snapshot holds every data file, README, schema and manifest from Data downloads on that date. Its own manifest.json lists every file with its size and SHA-256; the data list from that date is kept as data-manifest.json. Snapshots are never edited or removed.
